Connecting to Municipal Water
If you’re building a new home or adding municipal water service to an existing property, this guide outlines the steps you need to follow.
1. Apply for Water Service
Visit the Citizen Service Centre to apply for connection to municipal water. You will need to provide:
- Property owner name*
- Billing mailing address
- Civic address
- Approved building permit (if applicable)
There is no fee for a standard 3/4" service connection. Larger service sizes may require additional fees.
*The Utility allows the mailing address to include “care of (C/O)” if needed, but the property owner remains responsible for all charges.
2. Pick Up Your Water Meter
Standard 5/8-3/4" meters are available at the Citizen Service Centre.
If your building requires a larger meter, the Meter Department will size and supply it based on your needs.
All meters include a transmitter so readings can be taken from the street - no home access required. There is no charge for any meter size.
3. Install the Water Lateral
CBRM Public Works installs the water lateral from the water main to your property line, including the Utility’s service valve.
You or your contractor is responsible for installing the section from the service valve into the building.
If a lateral already exists, only authorized Public Works staff may turn on the water service.
4. Install the Water Meter
The meter must be installed:
- Inside the building, where the service pipe enters
- Immediately after the internal shut-off valve
- In a location protected from freezing
Damage caused by freezing or improper installation may result in replacement charges.
The meter must be installed before water can be turned on.
All water meters remain the Utility's property. You must provide reasonable access for inspection, testing or replacement.
5. Request Water Turn-On
Contact your local Public Works Division to schedule a turn-on. Someone must be home, and the meter must already be installed.
Only authorized CBRM staff can operate the curb stop. Please allow a 24-hour notice for turn-on or turn-off appointments.
There is a $50.00 charge for water services turn-on/off after 4 p.m. and on weekends in Central Division, and after 3 p.m. in East and North Divisions.
