Winter Operations

CBRM Winter Operations Strategy outlines how snow and ice are managed throughout the municipality, including plowing, de-icing, sidewalk clearing, hydrant access and snow removal.

Snow & Ice Control Procedures

1. Plowing and De-Icing Streets

During a storm, crews focus first on Arterial Routes - major roads that carry about 10,000 vehicles per day and include emergency routes for hospitals, police and fire services.

As conditions improve, plowing expands to Collector Routes, which are larger streets with moderate traffic.

Once Arterial and Collector streets are passable, crews move on to Residential Streets to complete snow-clearing operations.

2. Plowing Designated Sidewalks

Public Works clears designated sidewalks, prioritizing areas near schools, hospitals and commercial districts.

Residents are encouraged to help by clearing sidewalks adjacent to their properties when it’s safe to do so.

3. Clearing Fire Hydrants

Hydrants are cleared as soon as resources allow.

Residents may assist by removing snow around hydrants near their homes, but should always shovel from the sidewalk side, never from the roadway.

4. Snow Clearing and Removal

Snow removal begins when accumulation warrants and as time, equipment and materials allow.

Priority is given to high-traffic intersections, commercial areas and locations with safety concerns.

Winter Parking Regulations

From December 15 to March 31, overnight and snow-related parking restrictions are in effect.

  • Vehicles must be off the street between 1-6 a.m.
  • Do not park on the street during a snowfall or within two hours after snow has stopped falling.

Vehicles obstructing snow removal may be ticketed and towed at the owner’s expense, including fines and towing fees.

Three Ways You Can Help

  • Keep streets clear. Move parked vehicles off the street during snow clearing operations. Vehicles left on the road may be ticketed or towed.
  • Don’t push snow onto streets or sidewalks. Shovelling or plowing snow from your property onto public areas creates hazards for plow operators and other drivers.
  • Help keep hydrants accessible. If you’re able, clear snow from around hydrants near your property. Please shovel from the sidewalk side and stay off the road for your safety.
